India Introduces Bill to Ban Proliferation

India has introduced a bill in parliament to ban proliferation of weapons of mass destruction and the transfer of missile technologies.

Defense Minister Pranab Mukherjee introduced the legislation on Tuesday, saying it will provide a legal basis to India's commitment to prevent nuclear proliferation.

India has refused to sign two international agreements on proliferation, the Comprehensive Test Ban Treaty and Non-Proliferation Treaty. India says they are discriminatory because they allow the five permanent members of the U N Security Council to keep their nuclear weapons.

After India carried out nuclear tests, it announced a moratorium on future testing and called for a time-frame for global disarmament.

The bill must now be endorsed by both houses of parliament.
